When I start a program with other programs running, the new program window opens behind the other windows.  I want the new program to open on top.  I have not noticed this problem before so I'm thinking some setting has changed.  Any ideas on where to look and how to fix this?

Ah ha! – problem is solved by right clicking on an empty spot in task bar <> select Properties <> select the Taskbar tab <> find Taskbar buttons: and in the drop down menu select "Combine when taskbar is full"
