You did not say what OS you are running so I will comment about XP.

In condtrol panel open the mouse option and look at the different tabs and you should be able to slow down the curser.  This should help.

If you are scrolling with the slider on the side it should scroll at what ever speed you pull the slider down no matter how the mouse setting are set.
