LG Monitor working sporadically on a Dell XPS Desktop

Guys,

 

I have a Dell XPS desktop system thats about 4 years old with a 24" LG monitor. A month ago the monitor stopped booting up when I turned the system on. If I hit the keyboard a few hundred times the blue on / off light will start to flash on the monitor…the LG logo will start a bit later and eventually the monitor comes up. (sometimes) This could take hours though. The tower is working fine and plugging in a new monitor does not help. Since it eventually comes on, my guess is the monitor is not bad. Is this a video card issue? I am computer illiterate. I appreciate any help someone can offer.
