A year ago I bought an external Hard Drive to back up files from my laptop and I love it.  Now my question is:

Can I use this same Hard Drive with my other laptop to access files, both use Windows Vista Home Premium OS.

You can plug that drive into any modern windows computer and access all the files. If you want to have it plugged into one computer, but access the files on another computer over a network, then you just need to share the drive.  (Sometimes this works just like a charm, but othertimes it simply doesn't work, and if that happens, a tutorial won't help.  Most of the time it is fine though.)
